外展服務組織

「慈光社群服務網絡」於2000年正式成立,是慈光堂的外展服務組織。秉承基督的愛,慈光社群服務網絡為社區提供創新、多元化的服務,具體地表達基督對人的愛和關懷。現服侍新蒲崗、啟鑽苑、油麻地、深水埗、啟德、錦田周邊有需要的群體,包括長者、家庭、青少年和兒童等等。

目前慈光社群服務網絡提供以下的服務:

  • 社區
    • 功課輔導班:為附近社區中有需要的小學生提供免費或價格低廉的課餘功課輔導,學校上課期間每天放學後舉行。
    • 代代相連:每年暑假期間為社區附近兒童提供暑期精采活動和生命品格的學習,建立兒童和家庭的健康關係。
  • 啟晴德朗
    • 啟程往啟晴:隔月第二個星期日 3-5 p.m. 在德朗邨太極廣場舉行小型嘉年華,有手部按摩、兒童遊戲天地、扭波、表演節目等等。
    • 晴朗的家(兒童):逢星期六下午4:45-6:00在德朗邨太極廣場進行兒童聚會、遊戲、唱遊活動、信息分享。
    • 晴朗的家(長者):每月第一個星期四關懷探訪;每月第三個星期四活動,包括聚餐、健康講座、旅行、按本網絡資源提供家居服務。
    • 因應疫後環境,以上服務改為預約形式進行。
  • 深水埗
    • 學習成長坊:為深水埗兒童提供學習天地的空間,逢周一至五4-6p.m.
    • 深情餸飯:逢星期三、四傍晚為深水埗舊區居民派飯。
    • 深水埗親墟:隔月第二個星期日,聯同深水埗的教會和機構在石硤尾邨22座球場開設街頭嘉年華,量血壓、兒童攤位等等,將喜樂帶給深水埗街坊。
    • 「深水碼頭」社區嘉年會:每月第四個星期日3-5pm在富昌商場對出廣場舉行小型嘉年華,有手部按摩、兒童遊戲天地、扭波、表演節目等等。
    • Amazing Five:逢星期五晚7:00-8:30,在石硤尾球場透過遊戲、小組及興趣班,將正面信息帶給社區的孩子和家庭。
    • 兒童外展:逢星期日下午3:30-5:00,在石硤尾球場透過遊戲與孩子互動。
    • 因應疫後環境,以上服務改為預約形式進行。
  • 校園
  • YESpower:學校工作團隊,十多年來我們致力發展青少年及學校工作,曾與多間中小學、機構及教會合作。透過歷奇營會、工作坊、師友計劃等活動,以經驗學習為本,提供多樣化的訓練活動。我們致力培養年輕人作領袖的特質,深信他們不單能成為現在的學生領袖,更是未來的社會棟樑。讓他們生命得以更新、改變,這是推動我們多年來不斷改善服務的最大動力。相關計劃可分不同階段,能緊貼學校、機構及學生需要,度身訂造最合適的訓練。(https://www.facebook.com/tkbcyespowerhttps://www.instagram.com/yes.power)

「慈光社群服務網絡」成立至今,從不間斷地連結學校、機構和政府部門,於社區提供創新多元服務,關顧弱勢社群。以下為活動舉隅︰

2000年

本機構起源於九龍城區。2000年開始,本機構聯同九龍城區內的基督教團體於聖誕期間合辦嘉年華會及探訪。2001年至2007年間,活動更獲社會福利署九龍城區福利辦事處協辦,在地區推行預防性宣傳與外展服務,以及進行支援性的小組及探訪。

2001年

我們第一次在龍城區內的舊樓進行「愛心洗樓梯」(2005年也在深水埗區進行),隨後十年更逐家探訪住戶、商鋪及街市檔攤,表達關心、發現居民的需要後,作出適切的回應。

2003年沙士後

我們更獲社會福利署九龍城區福利辦事處邀請參加全港關懷行動,為區內二千七百多位長者清潔家居,而「土瓜灣十三街恩慈服事計劃」就是以外展形式,服事體弱長者及獨居二老家庭,時間長達半年,好讓他們重獲自信與尊嚴。同時,我們建立了家庭暴力緊急通知機制及四個支援小組。

2004年

為樂善堂小學的外牆「抹塵添彩」,為區內鐵閘塗上美麗圖案。

2005年

我們開展了派麵包的關懷行動,每晚走遍龍城社區,將麵包逐一分給街頭露宿者、拾荒者和獨居老人。2007年,每晚10時後,更獲一茶餐廳免費供應湯水,提供予有需要的街坊享用。及後,我們繼續關懷行動,讓社區有需要的人在中心內免費食粥、在星期日派湯給露宿者、拾荒者和獨居長者。

於九龍城廣場及附近公園接觸長者,為他們做簡單體檢。

2005年

我們還獲Victory Favour Limited資助三十三萬元,向社會福利署成功申請第一輪的「攜手扶弱基金」,以開拓關懷弱勢社群的「師徒共創成長路」計劃。為居於九龍城及鄰近地區的低收入或綜援家庭的家長提供510項家長技能訓練,每項技能訓練會有8次外出實習機會;為這些家庭的少年及兒童提供140個興趣班,包括繪畫、創作設計、電腦、結他等。

2007 – 2010年

我們在啟德道50號地下成立區內首間自資營運的「龍城家庭睦鄰中心」,提供兒童、長者、坊眾興趣班、免費醫療諮詢、足部保健、緊急支援服務,並建立支援小組。

2008年

社會福利署九龍城及油尖旺區福利辦事處於當年12月出版的「義軍崛起」一書中,本機構被認可為他們的「衛星服務站」,協助他們及早識別困難或需特別支援個案,再轉介予主流服務單位跟進。書中有多個篇章介紹並讚賞我們於社區所提供的服務,亦曾邀請我們的負責人及服務對象與業界分享工作心得及成效。

自2008年初起

安老事務委員會和勞工及福利局邀請我們參加「左鄰右里–積極樂頤年試驗計劃」及「左鄰右里–社區關愛長者試驗計劃」,並撥出十五萬元贊助費。

2008年

與區內的溥仁學校合作,開辦功課輔導班,獲家長和校方讚賞。此外,我們聯同學校、機構,參與社署舉辦的「家庭和諧、社區共融計劃之泰港融合除隔膜、親子共聚增歡樂」、「你我齊來展風采之親情風采」。

2009年

於深水埗設立服務中心,為社區提供服務。

2009年開始

逢星期三在九龍城街市對開的空地舉行「親墟」,同年也在深水埗南昌街公園舉行,內容不單有手工藝、量血壓、唱歌表演,更會準備羅漢果水派給街坊,為的是在社區散發關愛及歡樂的氣氛。

2011年

在寨城公園的六藝台舉辦「藝墟」,與坊眾「Circle Painting」。

2014年

啓晴邨鎗擊案發生後直至現在,我們持續為啓晴邨及德朗邨的居民提供各項活動,協助他們適應新的居住環境,並建立支援網絡,營造和諧、關愛的社區氣氛。

2017年

九龍城中心遷至新蒲崗,及後於社區開展服務。

2020年

於油麻地開拓服務,及後於2023年建立油麻地中心。

Established in year 2000, Tsz Kwong Community Service Link (TKCSL) is the outreach service branch of Tsz Kwong Bethel Church (TKBC). TKCSL is a non-profit and non-government-funded social service organization, serving the local community and the needy, including the elderly, families, youth and children, with the love of Jesus Christ. Here below are our services today:

  • Community
    • Learn and Grow Workshop (學習成長坊): We provide low-cost or free homework tutoring for primary school students in need in the neighbourhood. From 4:00 pm to 6:00 pm Monday to Friday, on school days.
    • Generations Love (代代相連): AIming to establish a healthy relationship between children and families, we provide summer activities and character education activities to the children in the community with low-cost during the summer holiday.
  • Kai Ching Estate & Tak Long Estate
    • Departure to Kai Ching (啟程往啟晴): A small carnival is held at the Tai Chi Square in Tak Long Estate on the second Sunday every other month. There are activities like hand massages, game booths for children, balloon twisting, and performances.
    • Sunny Home for children (晴朗的家): Children gathering with games, singing and messages at the Tai Chi Square in Tak Long Estate from 4:45 to 6:00 pm every Saturday.
    • Sunny Home for elderly: Home visits on the first Thursday monthly. Activities on the third Thursday monthly, including lunch gathering, health talks, local tour, and home care services.
    • In view of the post-epidemic environment, the above services have been changed to by appointment only.
  • Sham Shui Po
    • Learn and Grow Workshop (學習成長坊): We provide low-cost or free homework tutoring for elementary school students in need in Sham Shui Po. From 4:00 pm to 6:00 pm Monday to Friday, on school days.
    • “Deep-hearted” Meal boxes (深情餸飯): We provide meal boxes to the people living in the old district of Sham Shui Po on every Wednesday and Thursday evening.
    • Sham Shui Po Carnival(深水埗親墟): Together with churches and organizations in Sham Shui Po, we hold a street carnival at the basketball court close to the block 22 of Shek Kip Mei Estate monthly, from 3:00 pm to 5:00 pm on the second Sunday. With activities like blood pressure measuring, game booths for children, etc., we bring joy to the neighbours in Sham Shui Po.
    • Fu Cheong Community Carnival (「深水碼頭」社區嘉年會): We hold a small carnival at the open space outside the Fu Cheong Shopping Centre monthly, from 3:00 pm to 5:00 pm on the fourth Sunday. There are activities like hand massages, game booths for children, balloon twisting, and performances.
    • Amazing Five: We bring positive messages to the children and families in the community through games, cell groups and interest classes at the basketball court in Shek Kip Mei Estate from 7:00 pm to 8:30 pm every Friday night.
    • Outreach: We reach out to children through games at the basketball court in Shek Kip Mei Estate, from 3:30 pm to 5:00 pm every Sunday. 
    • In view of the post-epidemic environment, the above services have been changed to by appointment only.

  • Partnering with many primary and secondary schools, organizations and churches, we have been empowering youth and serving school for the past 10 years. Transforming and empowering young people is our biggest driving force to continuously improve our services over the years.
  • We believe that young people cannot just become student leaders, but also the pillars of our future society. Therefore, we are committed to cultivating their qualities as leaders. We offer a variety of youth-centred life education training activities, like adventure camps, workshops, and mentorship programs with the experience-based learning framework. We tailor plans, training and activities suiting the needs of schools, organizations and students.

Since its establishment, TKCSL has been linking schools, institutions and government departments to provide innovative and diverse services to the community and to care for the disadvantaged. Here are some examples︰

2000

TKCSL was originated in the Kowloon City District. Since 2000, TKCSL has teamed up with Christian groups in the Kowloon City District to organise carnivals and visits during Christmas. Between 2001 and 2007, the event was co-organised by the Social Welfare Department’s Kowloon City Welfare Office to conduct preventive publicity and outreach services in the district, as well as support groups and home visits.

2001

In 2001, we conducted the “Washing Stairs for Love” in the old buildings in Kowloon City District (expanded to Sham Shui Po District in 2005). In the following ten years, we visited families, shops and market stalls in the community to express our care and responded to their needs appropriately.

2003

After the SARS outbreak in 2003, we were invited by the Social Welfare Department’s Kowloon City District Welfare Office to participate in the territory-wide caring campaign to clean the houses for more than 2,700 elderly people in the district. We also organized “Tau Kau Wan 13th Street Merciful Service Scheme”, which is an outreach service, serving the frail and the singleton and couple elderlies for six months, so that they can regain their self-confidence and dignity. At the same time, we have established an alert mechanism for domestic violence and four support groups.

2004

In 2004, we painted the exterior walls of Lok Sin Tong Primary School and the iron gates in the district with beautiful patterns.

2005

In 2005, we went to the Kowloon City community every night to give bread to homeless, scavengers and elderly people living alone. In 2007, after 10 pm every night, a restaurant provided us with soup for the needy free of charge. After that, we continued to take care of the people in need in the community with free congees inside our centre. We also send soup to homeless, scavengers and elders on Sundays.

2005

In 2005, we conducted some simple medical examinations for the elderly at Kowloon City Plaza and nearby parks

2007-2010

From 2007 to 2010, we established the first self-financed in the district, called “Kowloon City Family Neighbourhood Centre” (龍城家庭睦鄰中心) at No. 50, Kai Tak Road to provide interest classes for children, elderly, and neighbours in the community, free medical advice, foot care, emergency support services, and support groups.

2008

In 2008, we were recognized by the Social Welfare Department’s Kowloon City and Yau Tsim Mong District Social Welfare Office (KC/YTMDSWO) as their “Satellite Service Station” (衛星服務站) in their published Chinese book, namely, 《「義軍」崛起》(The meaning in English is the rising army of volunteers.) in helping them identify cases requiring special support early at the district level and refer them to the mainstream service units for follow-up. Our services were introduced and appreciated in the book. Our staff and clients were also invited to share our work and achievements with the industry.

Since 2008

Since early 2008, we had been invited to participate in the “Neighbourhood Active Ageing Pilot Project” and “Pilot Neighbourhood Active Ageing Project – Caring for Elders” by the Labour and Welfare Bureau and the Elderly Commission with a $150,000 sponsorship fee.

2008

In 2008, we also collaborated with the Po Yan Oblate Primary School in the district to offer homework tutoring classes for their students. The classes were greatly appreciated by the parents and the school.

Since 2009

Since 2009, we had organized Carnival (親墟) outside the Kowloon City Wet Market to bring love and joy to the community. There are handicrafts workshop, blood pressure measurement, singing performances, and free Arhat fruit drinks to the neighbourhood. We had also organized Carnival at the Nam Cheong Street Sitting-out Area later that year.

2011

In 2011, we organized “Art Carnival” (藝墟) at the Six Arts Terrace in the Kowloon Walled City Park. We led the community members to do the “Circle Painting”

2005

In 2005, we received a $330,000 grant from Victory Favour Limited to apply for the first round of the “Partnership Fund for the Disadvantaged” via Social Welfare Department to develop a “Journey with Mentor” (師徒共創成長路) programme for the disadvantaged group. Providing 510 parental skills training for parents of low-income or CSSA families living in Kowloon City and adjacent areas, each of which will have 8 internship opportunities; 140 interest classes for teenagers and children of these families, including painting, creative design, computer, guitar, etc.

2014

After the Kai Ching Estate Shooting Incident in 2014, we have been organizing activities for the residents of Kai Ching Estate and Tak Long Estate to help them adapt to the new living environment and establish a support network for a harmonious and caring community.

2017

The Kowloon City Center is relocated to San Po Kong and started services in the community subsequently.

2022

Expand services in Yau Ma Tei and later establish a Service Center at Yau Ma Tei in 2023.
